Fix bug#64445

* doc/emacs/android.texi (Android Environment): Document that
Emacs also receives READ_EXTERNAL_STORAGE by default on old
versions of Android.
* java/AndroidManifest.xml.in: Request READ_EXTERNAL_STORAGE.
